The election day of the Municipalities Elections In the framework of the Democratic Watch in the Egyptian Association for Community Participation, the Watch follows the election day of the Municipalities Elections run in the ARE. After the follow-up of the nomination for elections, challenging and electioneering, the Watch has issued 4 reports, The present elections supposed to run two years ago, i.e. in 2006, they were postponed until the approval of a new law, but it has been hindered until the issuance of the presidential decree number 55 of 2008 dated 17/2/2008 inviting electors to vote for municipalities members in accordance to the Practice of Political Rights Act and the law of local administration system issued in law number 43 of 1979.
In the morning of the 8th of April 2008, on the Republic level, starts the municipalities' elections on all levels (governorate, city, center, district, village). Elections had to be run for 52000 seats on all levels, but around 44000 seats has been decided by uncontested election in favor of the National Democratic Party candidates. Meanwhile, nomination closed to opposition and independents members was the main reason for 88% of the National Democratic Party candidates to succeed in uncontested elections. The NDP declared the success of all its candidates in Fayoum and Ismaleya governorates, as well as the success of all its candidates by uncontested elections in several governorates, centers and villages among a very weak presence of opposition that didn't exceed 1100 candidates of a total number of 53000 candidates, which led to elections without competition. The Moslem Brotherhood declared to boycott elections to object the elimination of their candidates.
Administrative courts, on the Republic level, ruled that municipalities elections, in all municipalities in Cairo, Gizah, Sharkeya, Ismaleya, Gharbeya, Fayoum, Kafr El Sheikh, Beni Suef and Menoufeya governorates must stop. These rules are further to executive authorities refusal to apply judgments that candidates of these governorates received in order to roll for elections. As usual, executive authorities refused to apply a judgment, which is a usual behavior of the executive authority, and which renders these elections void, whereas.
