Strategies of activating community participationFirst: Governmental Organization's Role Supporting internal democracy: transparency – accountability –. sharing of power Building the capacity of NGOs on order to be able to activate the participation in addition to provide services
Enhancing the participation culture among youth and children of both sexes in particular through training and creativity (theatre and other); and addressing institution that are the most accepting of the idea of participation such as schools, universities , professional syndicates etc…
Crystallizing and implementing projects that aim to develop local communities with the participation of citizens as models to be applied on a larger scale
Participation is a lifestyle that must be reflected on all association's programs and plans (at school, home …) Activating the role of parent's committees in schools and municipalities whereas they play an important role in activating participation
Forming pressure groups in order to change laws obstructing and limiting community participations
Expanding campaigns, coalitions and networks to enhance participation
Strengthening the relation with partners and working on exercising partnership with private economical institutions concerned with development issues
The Egyptian Association develops a participation activation strategy with other associations
Crystallizing a clear concept for community participation agreed upon by all civil society institution
Second: state's Role
Removing bureaucratic and security restrictions obstructing the start and rise of community participation, and abolishing the emergency state Creating a legislative atmosphere, making necessary amendments on laws and legislations restricting or obstructing the process of community participation (Law 84 organizing the civil work)
Developing a democratic management and modernizing institutions providing services to the public such as education, media and health
Reforming the educational institution, changing the educational method and educational curricula to promote the scientific method of thinking and to respect human rights
Improving economic conditions (industry. development, elimination of unemployment and fighting corruption); and realizing the concept of citizenship as mentioned in the Egyptian constitution and international charters on human rights
Limiting the intervention of religious institutions in the cultural and intellectual production
Democratizing the community; finding mechanisms for the sharing of power, good selection of decision-makers and hold them to accountability; and finding a mechanism to official's selection by people's participation
Establishing the knowledge community, allowing information to all community members, and ending the government monopoly on media
