The tenth report on the Shura elections' selecting process Within the framework of activities of the EACPE’s “Democracy Status Watch”, the monitors have followed up the finale of the astonishing so-called semi-renewing Shura elections where the security and administrative branches of the executive powers have manipulated the elections. The security and administrative units, the main and secondary polling stations' chiefs have violated the last of the High Committee's regulations which was instructed for the selection process. This puts the High Committee in aggravated embarrassment since all of its regulations concerning the elections from the nomination till theselection have been over ruled and neglected
The committee has ruled that the selection polling place would be under the power of one of the members of the main polls and the membership of two of the chiefs of secondary polls, on condition that securing the selection polling place would be the job of the main polling place's security general. The selection was supposed to take place in the location of the main poll under its supervision. The High Committee in its rule, declared the right of every candidate to have depute in the selection polling place, only to mention his observations. It also set a number of regulations and legal basics for the selection report, yet the main and secondary polling stations' chiefs and the security forces have neglected the Committee's decisions The selection process most outstanding violations:First In districts: Bab El Sha'erya, Kasr El Neil, El Basateen, Embaba, Myt Ghamar, Shobra, El Sharkya and Alexandria, the Watch's monitors and the Candidates' deputes were prevented from entering. Very intense security has been enforced over nearly all the nation's selection polling places Security forces neglected the rights of the civil society's monitors entitled to them by the High Committee to supervise the selection process and it also extended to prevent the candidates in some districts :Second In some main polling stations where the monitors, candidates and their deputes were allowed to enter, the selection was almost a circus, as some secondary polling stations' chiefs and NP delegates did all the selection with the absence of the main polling station's chief, who resides in a private room. Some of the secondary polling stations' members did the selection in the polling station and reported the results to the main polling stations' chiefs through the cell-phones, with the balloting papers thrown on the floor and the Watch' monitor in El Fayoum got hold of some of them. The chaotic events took place in many polling stations, in the selection polling place in Damanhour, as an independent candidate, Mabrouk Za'ater, fought with one of the secondary polling station's chief for faking the votes outside the selection tent, the same scene took place in El Fayoum, Suez, Mahala, Nasr City and Heliopolis :Third The simple rules and regulations of the selection process were not taken into consideration as the ignorance of the secondary polling stations' chiefs about the rules became clear :Fourth Selection polling stations were controlled by the presence of the security men, they over-threw the candidates' deputes and civil society observers out of the polls. The candidates and deputes could not make their observations in the reports of the selection process
