Shura council elections

Election day from (8 am-12pm)

(Abusing the watch's observers-arresting candidates' delegates-faking IDs-preventing the electors-group voting-buying votes)  

The ministry of internal affairs manages the Shura elections with the absence of the High Committee of Elections 

 

Within the framework of activities of the (EACPE) democracy status watch, the9EACPE) watch has followed up the semi-renewing Shura elections, which was supposed to take place in 67 districts on 88 seats. After declaring the winning of 11 candidates by recommendation in 10 districts, the balloting process takes part in (56 districts on 77 seats, 38 laborers and peasants and 37 individuals). There are 57 public balls and 32683 branching balls, and there is 6845 electoral residence nations wide.

11am, 10\6\2007, the High Administrative Court had a verdict against a case to exclude 8 of the Muslim Brotherhood candidates as the case was apparently accepted, but refused in subject matter. The honorable court demanded the verdict to be executed without publication, as it was a finial verdict that does not accept appealing, which perplexed the administrative and security branches of the executive powers that supported the NP candidates all along the electoral process. The verdict also embarrassed the High Committee that demanded from the court the excluding of two of the mentioned for using religious slogans according to the investigation of the security departments

:The watch's indicators from 8 am to 12pm came as follows 

:Embaba, the second district

At 8 am at Eben El Walid School, supervisors and journalists were prevented from entering the balls and were demanded permission from the ministry of internal affairs. These announcements came from an officer at the ball taking his orders through his cell-phone from Embaba's superintendent although the supervisors had their supervising ID from the High Committee on elections

In front of Eben El Walid and Abu Bakr Schools, the association's supervisor, Wael Ahmed Abdel Reheem, has been subjected to maltreatment from bullies of the NPs candidates who tried to take possession of his mobile and supervising ID, and he also acquired some hand injuries

:Fa'oos

At 8:30 am in balls (647,648,649) in El Nasr School at El Salhaya, Fa'oos, the balls were not open until 8:30 and there were no candidate lists and there were no ball numbering

When the watch's delegate asked the supervisor for the balls numbers they declared them and when asked about opening a balloting report, they clearly did not know how and asked for the delegate's help

There are no delegates for the district's candidates

There is a sign for NP candidate Abdel Rhman Yakoub in front of ball 649

NP base unit member are present at the balls, bringing breakfast and each base unit attendant was permitted 100 pounds where as each ball member was permitted 150 pounds. They are present as members of the National Party

Yesterday the High Court announced the verdict for the return of the candidate Abdullah Gomaah to the elections after excluding him due to NP candidate Abdel Rhman Yakoub's accusation against him. The candidate was not enlisted in the elections final roll call and he has nothing else to do but to raise a motion for the abolition of the elections

In El Salhaya hospital ball, a NP follower abused the watch's supervision coordinator in the presence of the labor's party attendant in El Sharkia governorate Mohamed EL Lek the lawyer, and tired the supervising statements. The incident was reported in the police department.

:El Suez 

At 8:15 am, the Muslim Brotherhood delegates were prevented from practicing their jobs as candidates' delegates

In ball 261, the Brotherhood delegates were prevented from entering and were told to get police permission and so the delegates (Yaser Mahmoud Abdel Aziz and Ebrahim Khalil Ebrahim) went to the Ganayen police department to get a statement and instead they got arrested

At Abdel Men'm school ball at El Arbe'en, candidate Mustafa Khalifa complained for the absence of candidates enrolling lists yet he was told to leave his name with the ball's chief and come back later

At 8:30 am, the laborers at Misr Petroleum Company took the company’s cars to go to the balls to vote

In front of Ahmed Abdel Mene'em primary school ball, there is buses number 74242 and 76142 public transportation for investment for the service of NP Sameh Fahmy followers

In front of Ahmed Shawky School there are mini bus 425\17 government and mini bus 725 from the youth and sports department for the service of NP Sameh Fahmy followers

General observer of the health care services union, Magdy Awed, loaded the health care department employers in micro buses number 1755 and 4297. It's considered a paid leave and the employers were given cards with the NP candidate Sameh Fahmy's photo as a passport to the balls

At the El canal and the modern school balls number 14, 15, and 16, employers at the Suez Gas Company for petroleum production were loaded in cars number 2948 Egypt Travel and 297 Abu Garib Travel to vote for the NP candidate

At the youth center ball number 138 the supervisors are employers at the petroleum transportation company

The Brahma NGO was transformed as a back up place for the NP candidate and the two computer devices number 23475 and 23494 owned by the petroleum cooperative associations were used

At Salah Naseem school ball in Ataka, bus number 402 Suez Travel was used to load employers at Misr Iran Travel for group voting

Delegate Gamal Shalbey was assaulted at El Fekrya School ball in Fysel

A general retainer has been tired up by a police officer 

:El Basaateen

There were governmental vehicles from the national institution for measurement and standards number 345 micro bus and a car labeled general NP treasury number 100392 government

Ball members were not present until 8:30 am

El Sayada Zeineb police department refused to give any indications about the balls distribution or their numbers to the watch's observer although a statement at the police department says that the elector who doesn’t know his ball should go to the police department

At Othman Eben Afaan School, the female balls were loaded with groupings from micro buses number, 152138، 150443and 1546731, El Salam transportation

NP candidate, Ahmed Salama, distributed red cards on the electors with his name, the national party and the elector's name and ID number and the cards were taken from them after the voting. Different cards were distributed at different areas

There are only the NP delegates at the balls

There are huge number of national security vehicles at El Basaateen, Dar El Salam and El Kala'a

In Abu Ashraf's district at Dar El Salam, there is female loading and there is a particular woman called Om Reda who gives 20 pounds for the women to vote for candidate Ahmed Salama 

At El Amarya School, the NP youth wears t-shirts with the NP logo and distributes publicity for candidate, Ahmed Salama, and out side the balls they distribute 30 pounds a vote

:El Menia 

Security men refused the entrance of the Independents' delegates and agreed to the NP delegates at El Hibo village council

Only NP delegates are allowed in the balls although delegates of the Brotherhood or Private Individuals with accounts are not allowed

At El Ethad parliamentary school, the watch's observer was not allowed to enter

Three of the Brotherhood candidate Samir Abu Shamia were arrested

:Second district, El Mahala first department

Shahadak Badr primary school ball and El Gmhorya School ball were highly secured, supervisors were not permitted and it was said that the Brotherhood are supporting the Independent candidate on the national party's principles

Very low participating rate

Both Independent candidates Abdel Fattah Ebrahim (labors) and Samir Ghazi gave up for the NP's principles

:Kasr El Neil

In an unexpected surprise independent candidate, business man, Mohamed El Masoud withdrew after extravagant publicity, also both independent candidates, Adel Abdel Hamid and Samya Bayoumy also withdrew leaving no competition for the NP candidate Nabiel El Alkamy, so his winning is now evident

At the national union ball at Marouf a very strict security was forced as Mr. Safout El Sharif, the NP   secretary general and some NP figures were voting

At the national union ball, it was noticed that  certain individual was leaving with a number of empty electoral IDs with the presence of the people assembly's member, Abdel Aziz Mustafa, supervisors were thrown out of the ball and told to go supervise elsewhere. People assembly's member, Abdel Aziz Mustafa told all ball presidents not to allow any members of the civil society without his permission or that of the committee's president

At Talat Harb School there was a police man in civilian clothes reporting to the police department about the number of voters and it was the same person who objected to the supervisors work at the time of the constitution consultation

:Alexandria ,Moharam Beck

El Neil Secondary School ball has been transferred to Madinat El Ara'es which is a far off place from the reach of the voters. ( for women voters)

El Neil parliamentary School ball for men has been transferred to Madinat El Ara'es although there are near by schools without balls

There is very high publicity for the NP candidate Mohamed Farid El Banna inside the district

Only NP delegates are allowed

Publicity material is to be found inside and out side balloting areas

The watch's observers was not allowed in side Refa'a El Tahtawy School at Ghyt El Enab, as some police men in civilian clothes intercepted his way claiming that they can not acknowledge the High Committee's passing statement, saying that they did not receive any orders from the ministry of internal affairs to let any members of the civil society to pass 

:El Fayoum

Today's dawn 52 of the Muslim Brotherhood candidate Othman Diab followers were arrested

Some schools were not prepared because of the thanawya amma exa

There has been public crowding of female employers of the social fund to vote for the NP candidate Hany Seif El Nasr

Muslim Brotherhood gather all possible voters from near by villages where there is no voting process to vote for their candidate Othman Diab as they gathered by Gamal Abdel Nasar School in the second district in Bandr EL Fayoum

A police officer called Hazem prevented the watch's observer from entering a parliamentary school claiming that he did not receive any orders from the internal affairs to let them in and only allowed them to observe from the outside of the ball

Security forces tired up public retainers by the Muslim Brotherhood to their delegates

Security forces were heightened and the balls were surrounded by muscled police men in civilian clothes holding wooden sticks

In ball 84 in Mahmoud Reba School, there is neither phosphoric ink nor separating curtains and the voting takes place in groups

The watch's supervising coordinator was assaulted in El Fayoum (Samir Abdel Ba'ey) and his camera with which he records the violations has been abducted in front of El Fayoum's court of law where there was no intense security though there were the balls of Gamal Abdel Nasar and Mohamed Reda Schools

:Dakahlya ,Myeet Ghamar

Muslim Brotherhood delegates were prevented with the claim that the retainers were not signed from the center although it was documented in the official documentary office

In Kafar Ebn No'man Primary School, brotherhood delegates were prevented by policemen in balls number 167, 168,169. When the delegates went to the ball's president and showed him the documented retainers and proving their legitimacy he confirmed it has nothing to do with the law and that his orders came from the ministry of internal affairs, the delegates were also thrown out of the balloting centers. The school is locked with chains under the claim that the elections did not start yet until 11am; there were policemen in civilian clothes addressing the people at the balls to leave the place and threatened everyone with arrest. Faking the electoral IDs took place inside the balls by putting 50 IDs every hour. Intense security took place around the balls in the area of Myt Ghamar

:Heliopolise and Nasr City districts

In El Fekrya School at Nasr City there were no candidate delegates except those of the NPs

There is police presence round the balls

There are electoral publicity consisting of signs of cloth at the school's door for the NP and its candidate Mohamed Abdel Samee

The presence till 11am was zero percent

There is phosphoric ink and electoral boxes, but the curtains are just decorative

The electoral lists are found at the balloting doors stamped and matching

The NP security man is found at the school and has the power to move around freely

At Heliopolise Military School there are publicity signs and there is police presence in front of the school

:Damanhour district, first area Bandr Damanhour

Intense security presence

Special police vehicles by every balloting place

Inside the balls, there is only NP delegates

Only the independent (Ashraf El Shabrawy) is allowed in side

Brotherhood candidate (Hasan Omar)'s delegates are not allowed

In Damanhour's council ball there is a number of balloting cards in the glass box although there was not much presence on behalf of the voters which show that there has been a process of faking the votes

Every elector passes through several policemen who harass them and deviate them from their balls specially the elders

The watch's observer was prevented from Medhat Sabry School under the claim that it is female's ball, and he was threatened by a policeman in civilian clothes, electors were prevented from entering the balls although they had their electoral IDs and their IDs

:El Badrasheen,El Hawamdaya district – Giza

Voter Mohamed Abu Bakr and also the voter (Abdel Salam Abdel Hakim EL Sanhoury) was beaten by the followers of the NP deputy ( Hatem Abdel Fattah Taha El Daly) who is competing with (Mohamed Abdel El Migeed El Feky) , the Brotherhood Candidate

The NPs faked the electoral IDs

Presence of police Vehicles and policemen in civilian clothes threatening Brotherhood voters with arrest
