The Fifth Democracy Status Report
The Fifth Democracy Status Report published by the Egyptian Association for Community Participation Enhancement, covering the month of June 2009, has revealed the decline of the democratic dialogue in the Egyptian Parliament. Which was clear in the way the representatives offence each other; and even threaten to kill one another, violating the principle of respecting others opinion. At the end of the fourth session of the Legislative Council there have been Notifications and Questionings. These have revealed drastic defects in the inner regulation organizing the work of the Council. Those defects give the Council’s President an unlimited Discretionary Power in managing the Parliament. This in turn allows the National Democratic Party (NDP), the ruling party’s delegates to go beyond limits in treating the opposition and independent delegates without any penalties. They also insult the independent and opposition delegates, and they even sometimes get them banned from attending the sessions just because they practice their official right of monitoring the executive authority.
In general the performance of the delegates was in line with the rumors about the possible dissolution of the Parliament in order to change 75% of the actual delegates of the NDP in the next elections. |

تقرير حالة الديمقراطية الرابع خبر صحفي
كشف تقرير حالة الديمقراطية الرابع عن الفترة من 1 إلى 31 مايو عن نشاط تشريعي مكثف أسفر عن مناقشة أكثر من 11 مشروع قانون إلي جانب القوانين الأخرى التي أقرت، وسط تكهنات وشائعات بقرب حل مجلس الشعب وهو ما أدى إلى أن دفعت السلطة التنفيذية وحزبها الممثل في نواب الأغلبية في المجلس في سرعة إصدار تلك القوانين دون مراعاة لمصالح المواطنين وقد أبدى نواب المعارضة اعتراضهم على ذلك.
هذا وقد سيطرت سلسلة من الأزمات على مناقشات مجلسي الشعب والشورى، وهي كلها قضايا تمس حقوق المواطنين وصحتهم، بدءً من مشروع الموازنة العامة، ثم اجراءات الوقاية من انتشار وباء أنفلونزا الخنازير، مروراً بقضية القنح الفاسد وغيرها من القضايا الهامة. ولقد لوحظ غياب ممثلي السلطة التنفيذية وامتناعهم عن حضور بعض تلك المناقشات، وهو ما يعاكس تخوفات بشأن مدى إحترام ممثلي الحكومة لجلسات المجلس ومناقشاته.
كما رصد التقرير الحكم الأخير الذي أصدرته محكمة القضاء الإداري بخصوص حجب المواقع الإباحية وهو ما يضيف إلى قائمة أحكام القضاء التي تهدد حرية الرأي والتعبير في مصر
أما فيما يتعلق بالأحزاب، فقد جاء صدور قرارات لجنة شؤون الأحزاب في إجتماعها بتاريخ 17مايو، بالفصل في المنازعات على الرئاسة داخل الأحزاب السياسية، و ليؤكد ان لجنة شؤن الأحزاب هي أهم الأدوات التي تستخدمها السلطة التنفيذية في السيطرة علي الحياة الحزبية في مصر. أما عن النشاط الحزبي فكانت الموازنة العامة 2009/2010 التي أقرها مجلس الشعب وذكرى النكبة هما الحدثان المسيطران على النشاط الحزبي في مصر.
وعلى مستوى الانتخابات عقدت انتخابات نقابة المحامين في 30 مايو بعد تأجيلها وقد أسفرت عن نجاح 23 عضواً من القائمة القومية يليها 18 عضواً من قائمة الشريعة الإسلامية، و 3 أعضاء يساريين، والمجلس يخلو تمام من تمثيل الأقباط والنساء،
هذا ولا تزل المنظمات الحقوقية والجمعيات الأهلية تسعى لتعزيز أنشطتها ورفع حجم المستفيدين منها من خلال استهداف فئات المجتمع المختلفة، إلا أن هذه الأنشطة تعيقها التهديدات المستمرة من جانب الجهات الإدارية للجمعيات الأهلية والمنظمات الحقوقية

The Fourth Democratic Status Report 4th report press releaseThe Fourth Democracy Status Report, pertaining to the period from May 1st to 31st, revealed an intensive legislative activity resulting in deliberations over 11 projects of law, in addition to other laws that have been adopted. This was surrounded by suppositions and predictions regarding the dissolution of the parliament. This led the executive authority and the representatives of the majority party to expedite the adoption of some laws with no regards to the interest of the citizen, which triggered objections from opposition delegates.The parliamentary discussions revolved around a number of crises. These are all matters related to the rights and general health of the citizens, such as the general budget, preventive measures with respect to the H1N1 virus, the exportation of inedible wheat, among other central matters. Members of the executive authority have been often absent from such discussions. This attitude raises concerns regarding the seriousness of government representatives towards parliamentary discussions.The Report monitored the recent administrative court judgment ordering a ban on sexually explicit websites. after the revocation of the license of Ibda'a' magazine last month. Concerning political parties, the Political Party Committee issued a number of decisions on May 17 regarding disputes over presidency of a number of parties. This highlighted the role of the Committee as a tool used by the government to control the political life..The Bar Association elections have finally been held. 23 members of the national front, 18 members of the Islamic Shari' a front, and three leftists were elected. The board did not include any female or Christian citizens. This is an indication that a limited number of powers continue to dominate the trade unions, not allowing equal representations of different societal sectors.Civil associations and human rights organizations are still attempting to enhance their activities and increase the number of beneficiaries by targeting new groups. These attempts face continuous administrative threats.
