Democracy Status Report in Egypt VII
The return of the rulings against religious disbelief... The decision of the Governor of Assiut to prevent the entry of women to the governorate Court except with men, human rights organizations demanding the confiscation of several books .,the harvesting of the protests, which reached 41 protest during the month of August .. The Bitter Harvest of the sectarian violence, the problem of financing of the civil work in Egypt...these are the Key topics addressed in the report of the state of democracy in Egypt VII for the period from 1 to August 31, issued by the Egyptian Association for community participation Enhancement in its efforts "toward building new democratic spaces". The report observed, in the frame of freedom of belief and religion, that sectarian violence continues with five incidents, "Three in Minya, one in Dakahliya and an accident in the city of Luxor, were fifteen people were killed and wounded. In addition seven tents, two cars and a supermarket were burned and destroyed. Also the family court sentenced of the annexation of the Muslim child to his grandfather after his parents converted to the Baha'i, which the court said in dicta that the parents and the defendant's daughter are apostates and therefore will not be recognized for the child custody and spousal support and that they are dishonest to raise the child.
In the context of freedom of opinion and expression, in an incident one of its kind, the report monitored the filing, of two human rights organizations; United Group made "Negad & Co." and The Andalus Institute for Tolerance and Anti-Violence, of a complaint to the Attorney General for the forfeiture of several books in August 25th to the Attorney General to seize and forfeit a number of Heritage Books.
within the right to participate in public life through elections, the report monitored the early start of the atmosphere of the next parliamentary elections in 2010; the Muslim Brotherhood announcement proclaiming its intention to enter the next parliamentary elections, the "mass resignations" is the new policy being pursued by members of the National Party in the provinces as an objection to the forging in the elections of the party units, or a party official policy of using personal relations for his favor, or control of a party member. on the other side in the opposition parties, the Unionist Party, the report monitored A Fight between workers and security men of the party with a number of journalists, and expelled them from the party headquarters in August 29, while they were covering events of the sit-ins of several members of the Youth Union.
in review of the elections held in August, the month saw five elections, four of them to sports clubs, as is the supplementary elections of the people, by the Department of Qanater, which have been frozen since the election in 2005
also the report monitored number of peaceful protests, including almost 29 protested against the violations of the right to work, 5 protests of violations of the right to housing and 3 protests of violations of the right to water and 3 protests in violation of the right to life, personal safety and the protest and one violation of the right to education with total 41 protests ranging from peaceful protest demonstrations and vigils, and labor strikes and sit-ins and hunger strikes.
In the framework of the rights of women, the report monitored El-Masaeya newspaper journalists who were protesting against the annexation of the newspaper to El-Akhbar institute faced harassment by the press officers of the Department. Also the decision of Major General Nabil Ezabi Governor of Assiut to ban the entry of women to the building of the City Hall without a man, and the announcement of Dr. Amena Naseer, a professor of religion and Islamic philosophy at Al Azhar University «Al-Azhar sheikhs (men) do not want women to compete, because they see it on the basis that she is the mother of children in the area of advocacy, and discourage the appearance at all. the acceptance of graduates from faculties of law and Sharia law and the police to fill the post of Assistant Representative, for the first time in the history of the State.
Under the right of association, freedom to form political parties, the report monitored the intransigence of the parties and the Center Party and its setting up of obstacles to the Reform and Development Party and the intransigence of the Ministry of Social Solidarity and resolution of the Board of University Teaching Staff Club in Cairo
and in the framework of syndicates the right to form and join trade unions, the report monitored a Report of the State Commissioners Authority of the null of the elections of the lawyers general Council resolution and the decision of the general syndicate council of dissolving the branches' syndicates' councils
the theme issue of the report is entitled problem of financing of the civil work in Egypt, which tackled the legal framework for the financing of civil work and the lack of practical experience of civil organizations in attracting local funding, and creating self-financing, and the priority to reflect collectively on the issue of plans and strategies for generating funds necessary for the activities of organizations of civil society in a way that achieves continuity and that encourages ordinary citizens to engage in the activities of organizations of civil society.

تقريرحالة الديمقراطية السابع
عودة أحكام الردة الدينية .. وقرار محافظ اسيوط بمنع دخول النساء لديوان المحافظة الا بمحرم من الرجال .. ومطالبة منظمات حقوقية بمصادرة عدة كتب.. وحصاد الاحتجاجات التى وصلت الى 41 أحتجاج خلال شهر أغسطس .. والحصاد المر للعنف الطائفى .. وإشكالية تمويل العمل الاهلى فى مصر.. أهم الموضوعات التى تناولها تقرير حالة الديمقراطية السابع عن الفترة من 1 إلى 31 أغسطس ، الذي تصدره الجمعية المصرية للنهوض بالمشاركة المجتمعية في إطار سعيها "نحو بناء فضاءات ديمقراطية جديدة"، حيث رصد فى أطار حرية الأعتقاد والدين تواصل مسلسل العنف الطائفى بخمسة أحداث طائفية" ثلاثة فى المنيا وواحدة فى الدقهلية وحادث فى مدينة الاقصر" سقط قتيلا وأصيب خمسة عشر شخصا وأحراق وتحطيم سبعة خيام وسيارتين وسوبر ماركت , كما رصد حكم محكمة الاسرة بالسيدة زينب بضم طفل الى جده المسلم بعد اعتناق والديه البهائية , والذى وقالت المحكمة فى حيثياتها" إن الأب و الأم ارتدا وبالتالى لا يجوز حضانتهما لطفلهما المسلم وأن إبنة المدعى مرتدة وغير آمينة على تربية الصغير" فيما يعيد للأذهان حكم الردة على المفكر الدكتور نصر ابو زيد كما تناول الفتوى منسوبة لدار الإفتاء المصرية، والتي أصدرت دار الإفتاء تكذيباً لها، حول عدم جواز التبرع لبناء الكنائس , وفى أطار حرية الرأى والتعبير رصد التقرير فى سابقة تعد الاولى من نوعها تقدم منظمتان لحقوق الانسان ببلاغ للنائب العام لمصادرة عدة كتب , ففى 25 أغسطس تقدمت المجموعة المتحدة " نجاد البرعى وشركاه "ومركز أندلس لدراسات التسامح ومناهضة العنف بأربعة بلاغات للنائب العام لضبط ومصادرة عدد من كتب التراث , وفى أطار الحق في المشاركة في الحياة العامة عبر الانتخابات , رصد التقرير البداية المبكرة لأجواء انتخابات مجلس الشعب القادم فى 2010 بأعلان جماعة الإخوان المسلمين عن عزمها خوض انتخابات مجلس الشعب المقبلة و "الاستقالات الجماعية" السياسة الجديدة التى ينتهجها أعضاء الحزب الوطنى فى المحافظات، اعتراضا على التزوير فى انتخابات الوحدات الحزبية، أو اتباع مسئولى الحزب سياسة "الواسطة" أو سيطرة أحد الأعضاء على الحزب , وعلى الجانب الاخر فى احزاب المعارضة وفى حزب التجمع رصد التقرير أشتباك عمال ورجال أمن الحزب مع عدد من الصحفيين، وطردوهم من مقر الحزب فى 29 أغسطس ، أثناء تغطيتهم أحداث اعتصام عدد من أعضاء اتحاد الشباب , كما أستعرض التقرير أنتخابات شهر أغسطس حيث شهد الشهر خمسة انتخابات ، أربعة منهم للنوادى الرياضية ,كما جرت انتخابات تكميلية لمجلس الشعب عن دائرة القناطر الخيرية والتى تم تجميد الانتخابات بها منذ عام 2005 ورصد التقرير عدد من الاحتجاجات السلمية شملت حوالى 29 احتجاجا لانتهاكات الحق فى العمل و5 أحتجاجات لأنتهاكات الحق فى السكن و3 أحتجاجات لانتهاكات الحق فى المياه و3 احتجاجات لانتهاك الحق فى الحياة والامان الشخصى وأحتجاج واحد لانتهاك الحق فى التعليم بأجمالى احتجاجات 41 احتجاج سلميا تنوعت بين المظاهرات والوقفات الاحتجاجية والاضرابات العمالية والاعتصامات والاضراب عن الطعام , وفى أطار حقوق المرأة فقد رصد التقرير مواجهة صحفيات جريدة المسائية المعتصمين احتجاجا على قرار ضم الجريدة لمؤسسة أخبار اليوم تحرشات من قبل الصحفيين التابعين للإدارة , وقرار اللواء نبيل العزبى محافظ اسيوط حظر دخول النساء لمبنى ديوان عام المحافظة بدون محرم, حيث اشترطوجود محرم مع المرأة التى تدخل المحافظة , وتصريح الدكتورة آمنة نصير، أستاذ العقيدة والفلسفة الإسلامية بجامعة الأزهر«مشايخ الأزهر (الرجال) لا يريدون أن تزاحمهم المرأة لأنهم ينظرون إليها على أساس أنها (أم العيال) فى مجال الدعوة، ولا يشجعون ظهورها على الإطلاق»,وقولهم «إنه لو جلست امرأة بجوارهم على منصة الدعوة، فساعتها يكون باطن الأرض أهون عليهم من ظهرها» وقبول خريجات من كليات الحقوق والشريعة والقانون والشرطة لشغل وظيفة مندوب مساعد , لاول مرة فى تاريخ مجلس الدولة , وفى أطار الحق فى التنظيم وحرية تكوين الاحزاب , رصد التقرير تعنت لجنة الاحزاب ورفضها حزب الوسط واقامة العراقيل امام حزب الاصلاح والتنمية وتعنت وزارة التضامن الاجتماعى وحلها مجلس ادارة نادي هيئة تدريس جامعة القاهرة وفى وفى أطار العمل النقابى والحق فى تكوين النقابات والانضمام اليها رصد التقرير تقرير لهيئة مفوضي الدولة ببطلان انتخابات النقابة العامة للمحامين و قرار مجلس النقابة العامة الصادر بحل مجالس النقابات الفرعية وجاء موضوع العدد بعنوان أشكالية تمويل العمل الاهلى فى مصر والذى تناول الاطار القانونى لتمويل العمل الاهلى وانعدام الخبرة العملية للمؤسسات الأهلية في جذب التمويل المحلي، وخلق التمويل الذاتي، واولوية للتفكير بطريقة جماعية في مسألة وضع خطط واستراتيجيات وطنية لتدبير التمويل اللازم لأنشطة مؤسسات المجتمع المدني بشكل مستمر ودائم يحقق الاستمرارية وتشجيع المواطن العادي على الانخراط في أنشطة مؤسسات المجتمع المدني .

Democratic Status Report VI
Bitter harvest of the events of sectarian violence .. ..The rumor of dissolving the parliament and …. The parties’ problematic funding aspects ….. The development of protests and sit-ins .. .. These were the most important topics covered in the report for the period from 1 to July 31, issued by the Egyptian Association for Community Participation Enhancement in its efforts "towards the building of new democratic spaces" . the report called last month, "the month of sectarian violence", where the monitoring of a number of incidents of sectarian violence in seven provinces, the losses amounted to killing one person and injuring 22 others, a number of fires of the property of some citizens, the seriousness of these incidents is that it extended to provinces that did not witness any sectarian incidents in the past. These incidents were characterized by frequent violence between, Muslims and Copts citizens. Also the report monitored the reactions to the giving of the Ministry of Culture, Dr. Sayed Elkamny the State’s Appreciatory award, which amounted to his Heresy and the waste of his blood by some hard-line Islamic groups and, most seriously, a fatwa had been issued by Dr. Nasr Farid Wasel, the former Mufti of the Republic, that he may not be awarded and of the need to prosecute those who had given him that award and the insistence on its withdrawal, and the lawsuits filed in the matter. The report addressed in the framework of freedom of opinion and expression, security practices against journalists and bloggers as the arrest of the blogger Wael Abbas at the Cairo airport, and the re-arrest of Mus'ad Abu Fagr the blogger and the Coptic blogger Hany Aziz, and the organized campaign by some police officers against Ala-ElJamal the journalist of the weekly Sawt Elomma from one side, and from the other side; the imprisonment sentences of the journalists in the dissemination decisions of crimes against the press as the rule against Yasser Barakat. The Correctional Court acquitted the appellant of ElAdwa center of the innocence of Munir Said Hanna the teacher who was accused of insulting the President of the Republic. In addition the report mentioned the crude intervention by the ruling National Democratic Party in the affairs of trade unions, in particular by Ahmed Ezz, Secretary of the National Democratic Party organization , in the lawyers’ and engineers syndicates. The report also monitored the paradigm shift in strikes, sit-ins by the Egyptian citizens because of the deteriorating economic and social conditions in addition to the absence of genuine trade unions to defend their interests and negotiate in their names with the executive bodies. The total number of strikes in this month 42 strikes in seven counties and communities, including several of the workers and staff, fishermen and professionals, but the shift quality was that the strikes have involved staff in the State such as employees of the Central Agency for Statistics, and experts from the Ministry of Justice and the staff of the Academy of scientific research and their professions might give the impression that its employees enjoy certain advantages which improve the conditions better than the rest of the staff of the State, however, those strikes had revealed the mismanagement of the state of those facilities and the low economic and social conditions of its staff and strange insistence by officials in the executive branch to provoke the feelings of the citizens comments and strange behavior.
